Please help me to solve an issue that I'm facing

My web app primarily designed to run on Tomcat 8, Now I have moving to Tomcat 9

All Functionality works fine except UI part ( CSS Files not applying to respective sections )

Manually called an Image in server localhost:8080/webapp/image jpg , It's receing some random texts in Browser

In Tomcat 8 the same image receiving properly without any issues
