I just noticed that Google Colaboratory offers the script for using the local machine's webcam.
Steps
Step1 Go to Google Colaboratory
https://colab.research.google.com/notebooks/intro.ipynb#recent=trueStep2 Create a new notebook
Step3 Click snippet panel
Step4 Click Camera Capture
ClickinsertStep5 Run script
Shit + Enter
